DEPORTAZIONI ALL'ESTERO!
Sono anni e anni che furgoni, camion e perfino
aerei trasportano cani e gatti in Germania, ma
anche in Svizzera, in Austria, e di lì negli
altri Paesi del Nord Europa.
Sono ormai centinaia di migliaia, milioni di
animali, raccolti in strada, nei canili o presso
privati che non sanno più cosa farsene,
prelevati durante un'uscita da casa… cuccioli o
adulti, anziani o malati al punto di non poter
reggere il viaggio. Radunati febbrilmente, con
una ricerca massiccia e ostinata.
Partono dall'Italia, dalla Spagna, dalla Grecia,
dai Paesi balcanici, dall'Europa orientale,
dalla Russia, dalla Turchia, dall'Africa del
Nord, dall'Asia… tutti convogliati verso i
paradisi del Nord, con la promessa di un
giardino, di un sofà bianco, di una famiglia
amorevole.
Tutti adottati?!
A scadenze fisse e frequenti, carichi di cani e
gatti partono da ogni regione d'Italia.
Cittadini stranieri - sempre gli stessi - li
prendono in affido presso i canili, cittadini
italiani - sempre gli stessi - collaborano con
loro come prestanome, procurandosene con ogni
mezzo, qualche volta nell'illusione di dare loro
un avvenire migliore. Spesso gli animali vengono
intestati a persone ignare, inesistenti, perfino
decedute… Spesso partono senza documenti.
E finiscono in una rete di altri canili e di
stalli, prima in Italia… e poi all'estero.
Alcuni appaiono offerti in siti web, e presto
scompaiono, come tutti gli altri, nel nulla.
Controlli seri? Impossibili oltre confine, in
Paesi che per di più, come la Germania e la
Svizzera, non hanno un'anagrafe canina pubblica…
Ma perché tante organizzazioni private grandi e
piccole, che si definiscono “di protezione degli
animali”, prelevano tanti animali all'estero con
viaggi frequenti e costosi, quando anche in
Germania i canili sono pieni, quando lì e in
tutti i Paesi - tranne che in Italia - vige la
soppressione?
Adottati nel nostro Paese, gli animali, appena
passato il confine, diventano l'oggetto di un
commercio assai vantaggioso: la merce è gratuita
all'origine, o costa soltanto un po' di mangime,
di ciotole, di coperte…
Il prezzo in Germania? Si chiama “tassa di
protezione animale” come quella dei canili
pubblici, ed è presentata come rimborso spese…
fino a 350-400 euro per un meticcio qualunque,
grande o piccolo, cucciolo o anziano, sano o
malato. Il guadagno è garantito, tanto più che
la propaganda negativa sull'Italia che queste
organizzazioni lanciano presso il pubblico medio
frutta molto altro denaro.
I nostri animali sono venduti. A chi e perché?
Non tutti sanno quanto la legge tedesca di
tutela degli animali sia elastica in materia di
sperimentazione… Ma a noi basta sapere che, una
volta divenuto merce, l'animale perde ogni
diritto alla tutela, qualunque sia la sua
destinazione. E che ci si fa beffe della
Repubblica italiana e delle sue leggi.
L'Italia ha le leggi più avanzate d'Europa in
materia di tutela degli animali. Ma non è senza
colpe. L'abbandono e il randagismo affliggono
tutto il Paese. Troppi Comuni e troppe ASL sono
ancora inadempienti rispetto ai loro obblighi di
tutela e di vigilanza. Così, il rimedio è
semplice ed economico: eliminare il problema
chiudendo gli occhi sulla deportazione
all'estero degli animali in soprannumero.
Nel 1993 la circolare del Ministro della Sanità
Garavaglia dava direttive per impedire le
deportazioni. Nel 2001 la circolare del Ministro
Veronesi indicava i controlli sugli affidi come
parte integrante del benessere degli animali.
Questa circolari sono tuttora in vigore, e sono
vincolanti per ogni dipendente del Ministero
della Salute. Ma molte ASL non le rispettano.
Nel 2003 il Regolamento Europeo 998 stabiliva
che i movimenti non commerciali di cani e gatti
nel territorio dell'Unione implicano che gli
animali non siano destinati alla vendita né al
passaggio di proprietà. Ma chi finge di prendere
per sé un animale e lo vende all'estero non lo
rispetta.
Alcuni Paesi mediterranei hanno emanato
disposizioni severe per far cessare le finte
adozioni e la deportazione dei loro animali.
Anche in Germania le autorità stanno aprendo gli
occhi. Ma L'Italia è il fanalino di coda.
L'ENPA, la più antica associazione italiana di
protezione degli animali, ha deciso di
combattere questa battaglia di civiltà. Per
rispettare la sua vocazione. Per salvaguardare
la dignità del nostro Paese. Per costringere le
istituzioni a compiere il loro dovere. Per
educare i cittadini alla prevenzione, unico
rimedio contro il randagismo e le sue
conseguenze nefaste.
L'ENPA lancia una petizione per chiedere al
Ministero della Salute di intervenire una volta
per tutte contro questo squallido e illegale
mercato. Firmiamo tutti, perché nessuno possa
più tradire la fiducia dei nostri animali più
sfortunati.

STOP THE
DEPORTATIONS ABROAD!

For years, vans, lorries and even
airplanes have been carrying dogs and
cats to Germany, but also to
Switzerland, to Austria, and from them
to other countries of the
Northern Europe.
They are nearly hundreds of thousands,
millions of animals, picked up from
streets, kennels or from private people
who don't care for them at all anymore,
stolen/abducted during a walk out from
home … puppies or adults, aged or sick
insomuch that they cannot endure the
travel. Gathered in hectic way, by a
massive and stubborn research.
They leave from Italy, Spain, Greece,
from Balkan countries, from Eastern
Europe, Russia, Turkey, Northern Africa,
Asia...all carried toward the heavens
/paradise of the North, with the promise
of a garden, of a white sofa, of a
loving family. All adopted, are they?!
With fixed and frequent due dates,
charges of dogs and cats leave from
every region of Italy. Foreign citizens
- always the same ones - at the kennels
take them to foster cares , Italian
citizens - always the same ones -
collaborate with them as
dummies/nominees, getting the animals by
all means, sometimes by the illusion of
giving them a better future. Often,
animals are registered at unaware,
non-existent, even dead people... Often
they leave without documents.
And they end up in a net of other
kennels and foster homes, first in
Italy... Then abroad. Some appear as
offered in web-sites, and soon they
disappear, like all the others, in
naught.
Serious check-outs? They're impossible
to do past frontiers, furthermore in
countries like Germany and Switzerland
which haven't a public registry office
for dogs...
But why so many private organizations,big
and small ones, which call themselves
" for animals welfare" pick up so
many animals from foreign countries with
frequent and expensive travels ,when
also in Germany the kennels are full of
dogs,when there and in all the other
countries -but/except in Italy - to put
asleep is in force/effective?
Once adopted in our country, as animals
pass the frontier ,they become the
subject of a very profitable commerce/trade:goods
are for free at the beginning or they
cost just a bit of fodder,bowls,blankets...
(What's ) the price in Germany? It's
called " tax of animal protection" just
like that one of public kennels.And it's
presented as repayment costs...up to €
350-400 for whichever half bred , big
or small,puppy or aged ,healthy or sick
animal.Earnings guaranteed,mostly
because these organizations throw a
negative propaganda about Italy among common
people as target ,a propaganda that
makes so much more money.
Our animals are sold.To whom and why?
Not everyone knows how flexible
regarding experimentation the German
law of animal guardianship is...
But we just need to know that once
become goods, the animal loses every
right of guardianship, whatever might be
its destination. And that they mock the
Italian republic and its Law.
Italy has the most advanced laws
concerning the guardianship of
animals.But it is not guiltless. The
abandon and the stray-
population-problems distress the whole
country.Too many Municipalities and too
many ASL (Local Sanitary Enterprise) are
still defaulters to their duties of
guardianship and vigilance.
So
the remedy is simple and
cheap: to eliminate the problem shutting
eyes down on the deportation abroad of
animals in excess/surplus.
In
1993 the circular by Minister of Health
,Garavaglia gave directions to prevent
the deportations.In 2001 the circular by
Minister Veronesi pointed the check-ups
on adoption/fosterage as integrative
/essential part of animal welfare.These
circulars are still in force ,and they
are obligatory for every dependant at
the Ministry of Health.
But many ASL do not respect them .In
2003 the European Regulation 998
established that non-commercial
movements of dogs and cats within the
European country imply that animals are
not intend for selling or changeover of
property .But those ones who pretend to
foster an animal on their own and then
sell it abroad ,they don't respect it
[the Regulation].
Some Mediterranean countries sent out
harsh instructions in order to put an
end to the fake adoptions/fake fosterage
and the deportations of their animals.In
Germany too,they are opening their
eyes.But Italy is the last in the queue.
ENPA [National Body for Protection
of Animals], the most ancient
Italian association for animals
protection, has decided to fight
this battle of civilization.In order
to respect its vocation. To defend
the dignity of our Country. To force
Institutions to make their own duty.
To educate citizens to prevent, the
unique remedy against stray -
problem and its fatal consequences .
ENPA throws a petition to urge
Ministry of Health to intervene once
and for all against this bleak and
illegal trade/market. Let's all
sign,so that no one might betray the
trust of our most unfortunate
animals anymore .

SEEING that for
years foreign
organizations which
call themselves "for
animal
protection" have
been picking up huge
amount of dogs and
cats from public
and private
structures , from
streets and from
private citizens ;
SEEING that such
takings happen under
the fake
appearance/guise
of benevolent
adoption/fosterage
by legal individuals
, but they turn out
to be intakes of
animals inside
structures managed
by such
administrations
,with the purpose of
the selling of those
animals ;
SEEING that, as it
was ascertained many
times by Security
Force, many animals
are carried out of
the frontiers
without
documentations ,or
they are fostered
with adulterated
documentation ;
SEEING that Italian
citizens foster ,or
register in private,
or pick up without
documentation dogs
and cats in order
to deliver them to
such organizations
without any
changeover of
property ,so that
they can be carried
abroad ;
SEEING that the
absence of a set of
rules equivalent to
those ones in force
in the Italian
territory allows to
elude any control on
the fate of the
animals in the sense
of the Law 281/1991
and consequent
regional
applications , of
the Law 189/2004, of
the circular by the
Ministry of Health
33/1993, of the
circular of the
Ministry of Health
5/2001;
SEEING that by
fictitious fosterage
the dictation of the
European Regulation
998/2003 art. 3
comma a),is
systematically
eluded ;
CONSIDERED that
Security Force and Magistrature face
up such
phenomenon with
instruments of which
they have
highlighted so many
times the necessity
of an update and
empowerment;
CONSIDERED that
such phenomenon is
a consequence of
the missed
application by
Municipalities and
Local Sanitary
Enterprises of the
norma concerning the
prevention of stray
problem ,norma
enunciated by the
Law
281/1991 and consequent
regional
applications and by the
Ministerial Decree
6/8/2008;
CONSIDERED that the
same
Law 281/1991 needs
updates
and integrations/ insertions
;
URGENTLY ASKS
this Ministry to
intervene for the
guardianship of the
animals that are
under the
jurisdiction of the
Laws of the Republic
of Italy and in
defense of the role
covered by our
Country within the
European Union at
the board of
the Legislation of
Animal Welfare .
Particularly, on the
base of its
experience on field,
asks the following
norma -actually
not contemplated or
if contemplated, not
respected and not
substantiated by
sanctions- to be
emanated
or confirmed :
-
To ban the
Municipalities
from
transferring
their own
animals in
kennels out
of the
Region;
-
Obligation
of gratuitousness
of the
fosterage ;
-
Strict
limitation
of the
fosterage to
the unique
legal
individuals
inhabitant
in the
Municipality
or in the
Region;
-
Fosterage rigorously made
only with an
interested
individual , who
must
demonstrate
with
original
documents his
own
identity and
residency,
who must
subscribe the
declaration of
keeping with
him the
animal and
that he
cannot give
it
away except
after some
time, saved
the
necessity properly
demonstrated
and evaluated
by the
public
administration and
by the Body
or by the
association
referring
for the
structure ;
-
Obligation
of immediate
communication of
the change
of the
residency or
of the
domicile of
the trustee,
in order to
guarantee
his tracking
down;
-
Limitation
of the
number of
the fostered
animals in
the time to
the same
legal
individual,
according to
the
evaluation ,
by the
public
administration
and by
the body
or by
the association
referring for
the
structure,
of the
ability of
their
correct
maintenance
;
-
Controls,
extended in
time , of
the actual permanency
of the
animal by
its trustee
and on its
conditions ;
-
Obligation
of controls
on the
animal
previously fostered
before a
next
fosterage
made with
the legal
individual
himself ;
-
Obligation
of
spaying/neutering
the fostered
animals and
subscription of
the commitment
of the
trustee to
make puppies
be spaied/neutered
, with the
sharing of
the
responsibility
between the
trustee and
the
structure;
-
Obligation
for the
citizens to
conferment/bestow
the animals
picked up
from street
at the ASL
for the
procedures
of control
and prophylaxis
before any
eventual
registering
and
obligation
of signal of
the case to
the ASL by
private
veterinarians ;
-
Obligation of
spaying/neutering the
dogs
accommodated
in public
and private
kennels;
-
Obligation for private
people to
transfer
animals only
to the legal
individuals
or,by means
of the
associations
for
protection ,enrolled
in the
regional registers,
to the
Municipalities
;
-
Limitation ,for
the private
people ,of
the number
of
"transfers
of property"
of the dogs
to the legal
individual , resident
abroad.
