For years, vans, lorries and even airplanes have been
carrying dogs and cats to Germany, but also to Switzerland,
to Austria, and from them to other countries of the
Northern Europe.
They are nearly hundreds of thousands, millions of animals,
picked up from streets, kennels or from private people who
don't care for them at all anymore, stolen/abducted during a
walk out from home … puppies or adults, aged or sick
insomuch that they cannot endure the travel. Gathered in
hectic way, by a massive and stubborn research.
They leave from Italy, Spain, Greece, from Balkan countries,
from Eastern Europe, Russia, Turkey, Northern Africa,
Asia...all carried toward the heavens /paradise of the
North, with the promise of a garden, of a white sofa, of a
loving family. All adopted, are they?!
With fixed and frequent due dates, charges of dogs and cats
leave from every region of Italy. Foreign citizens - always
the same ones - at the kennels take them to foster cares ,
Italian citizens - always the same ones - collaborate with
them as dummies/nominees, getting the animals by all means,
sometimes by the illusion of giving them a better future.
Often, animals are registered at unaware, non-existent, even
dead people... Often they leave without documents.
And they end up in a net of other kennels and foster homes,
first in Italy... Then abroad. Some appear as offered in
web-sites, and soon they disappear, like all the others, in
naught.
Serious check-outs? They're impossible to do past frontiers,
furthermore in countries like Germany and Switzerland which
haven't a public registry office for dogs...
But why
so many private organizations,big and small ones, which call
themselves " for animals
welfare" pick up so many animals from foreign countries with
frequent and expensive travels ,when also in Germany the
kennels are full of dogs,when there and in all the other
countries -but/except in Italy - to put asleep is in force/effective?
Once adopted
in our country, as animals pass the frontier ,they become
the subject of a very profitable commerce/trade:goods are
for free at the beginning or they cost just a bit of fodder,bowls,blankets...
(What's
) the price in Germany? It's called " tax of animal
protection" just like that one of public kennels.And it's
presented as repayment costs...up to € 350-400 for whichever
half bred , big or small,puppy or aged ,healthy or sick
animal.Earnings guaranteed,mostly because these
organizations throw a negative propaganda about Italy among common
people as target ,a propaganda that makes so much more
money.
Our
animals are sold.To whom and why?
Not everyone knows how flexible regarding
experimentation the German law of animal guardianship is...
But we just need to know that once become goods, the animal
loses every right of guardianship, whatever might be its
destination. And that they mock the Italian republic and
its Law.
Italy has the
most advanced laws concerning the guardianship of
animals.But it is not guiltless. The abandon and the stray-
population-problems distress the whole country.Too many
Municipalities and too many ASL (Local Sanitary Enterprise)
are still defaulters to their duties of guardianship and
vigilance.
So the remedy is simple and cheap: to eliminate the problem shutting
eyes down on the deportation abroad of animals in excess/surplus.
In 1993 the
circular by Minister of Health ,Garavaglia gave directions
to prevent the deportations.In 2001 the circular by Minister
Veronesi pointed the check-ups on adoption/fosterage as integrative
/essential part of animal welfare.These circulars are still
in force ,and they are obligatory for every dependant at the
Ministry of Health.
But
many ASL do not respect them .In 2003 the European
Regulation 998 established that non-commercial movements of
dogs and cats within the European country imply that animals
are not intend for selling or changeover of property .But
those ones who pretend to foster an animal on their own and
then sell it abroad ,they don't respect it [the Regulation].
Some
Mediterranean countries sent out harsh instructions in order
to put an end to the fake adoptions/fake fosterage and the
deportations of their animals.In Germany too,they are
opening their eyes.But Italy is the last in the queue.
ENPA [National Body for Protection of Animals], the most
ancient Italian association for animals protection, has
decided to fight this battle of civilization.In order to
respect its vocation. To defend the dignity of our
Country. To force Institutions to make their own duty.
To educate citizens to prevent, the unique remedy
against stray - problem and its fatal consequences .
ENPA throws a petition to urge Ministry of Health to
intervene once and for all against this bleak and
illegal trade/market. Let's all sign,so that no one
might betray the trust of our most unfortunate animals
anymore .
